This patch is to address the following:
  - An intermittent CVP Update failure
  - HPS watchdog timeout fails to trigger an RSU event
  - Stratix10 MX Production OPN TSD stuck at +25degC.
  - Triggering nCONFIG fails to boot an SX2800 from MX25U512 in AS normal mode with external oscillator as config clk.
  - Stratix 10 device fails with a PR ERROR after multiple PR configuations
  - RSU SYNC block corruption handling

Caution - You must either have previously installed the
          Quartus Prime 19.1 software or must
          install the Quartus Prime 19.1 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
