Description
The Stratix® device pin lists are shown in pad order. GND is just simply a place holder for where the pad is connected to the GND ring that is actually bonded out to a number of GND pins listed later in the pin-table. This can be seen, for instance, in page 5 of the Stratix EP1S25 Device Pin Information in which GND is listed as the Pad Name/Function.
