Is it acceptable to toggle the DATA and DCLK signals once a Stratix® or a Cyclone® device has entered user mode?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description DCLK and DATA0 are dedicated inputs that are used during configuration for Cyclone® devices. DATA[7:0] are dual purpose pins for Stratix® devices that can operate as a user defined pin in user mode depending on the dual purpose pin setting (device and pin options tab). So for a Stratix device, DCLK is a dedicated input and DATA[7:0] is a dual purpose pin. Once configuration is done and the Stratix and Cyclone device has entered into user mode, DCLK and DATA can be toggled without effecting the configuration data.
