Is it possible to toggle JTAG pins in Intel® MAX® 10 devices during the initialization stage if JTAGEN pin is held low ?

It is not recommended to toggle the JTAG pins of an Intel® MAX® 10 device during the initialization stage due to a possibility of unpredictable behavior of the device.
